Community Improvement District

“Creating a cleaner, safer, and more vibrant downtown.”

The CID was established in 1999 by property owners within a specific geographic boundary (Elm Street on the south, Main Avenue on the west, Water Street on the north, and Kimbrough on the east) to provide supplemental services for maintenance, parking enforcement and image enhancement. Examples of these services include:

  • Daily cleaning of sidewalks and public parking lots.
  • Power washing sidewalks.
  • Administering the Parking Ambassador staff and public parking program.
  • Installing of District banners.
  • Coordinating a FREE Wi-Fi pilot project with the City, Greene County and City Utilities.
  • Managing the itsalldowntown.com website.
  • Encouraging community and retail events to bring new patrons to the District.

CID is currently funded by property assessments and voluntary contributions. A new revenue source -- a quarter cent sales tax was voted on and on February 27th the registered voters who live in the CID district approved a quarter-cents sales tax initiative. The sales tax is scheduled to begin on July 1, 2007 and will be collected by merchants, restaurants, and other businesses currently charging sales tax in the CID district.

The CID was extended another ten years in the fall of 2006. The District contracts the Urban Districts Alliance to provide day-to-day management for its programs.
